In recent years, the international system has undergone rapid transformations that have reshaped the balance of power, patterns of partnership, and national priorities across the fields of economics, security, technology, and development. At the heart of these transformations is the growing rise of the People’s Republic of China, which has emerged as one of the most significant factors influencing the nature of the international system and the future of economic and political relations among states.
For Arab countries, and Jordan in particular, engagement with China can no longer be viewed through a narrow economic lens or as a binary choice between competing international powers. Rather, it has become part of a broader question concerning how small and middle-sized states can manage their international relations in a global environment characterized by multiple centers of power, intensifying geopolitical competition, and increasingly interconnected economic and security interests.
It is within this context that Aoun Jordan Association prepared this paper, guided by its belief that Jordan has a clear national interest in developing a deeper and more realistic understanding of its relationship with China. Such an approach should be grounded in an accurate understanding of international transformations, the protection of Jordan’s national interests, and the maximization of opportunities available to the Jordanian economy and society, without falling into the binary logic of alignment or reducing foreign policy to a simple equation of being “for” or “against.”
The significance of this paper lies not only in the fact that it addresses a major power with growing economic and political influence, but also in its attempt to raise a more fundamental question: How can Jordan transform its geopolitical position and diverse international relationships into strategic and developmental value that benefits the state, society, and the national economy?
By virtue of its geographic location, political role, relative stability, and extensive network of international and regional relations, Jordan should not view transformations in the international system solely as external pressures. Rather, they should also be understood as opportunities that can be leveraged to build new partnerships, diversify sources of investment and technology, strengthen the competitiveness of the economy, open markets for Jordanian products and services, and benefit from international experiences in infrastructure, digital transformation, energy, transportation, education, and industry.
At the same time, engagement with any international partner must be based on a careful assessment of interests and risks, as well as on the ability of state institutions to negotiate, manage partnerships, monitor their implementation, and measure their impact. The success of international relations should not be measured by the number of agreements signed, but by their ability to generate real and sustainable value for the national economy, create employment opportunities, facilitate the transfer of knowledge and technology, strengthen institutional capacities, and expand the range of options available to Jordanian decision-makers.
This paper is presented within precisely this context. It does not begin from a predetermined position toward China, nor does it seek to advocate replacing one international partnership with another. Rather, it aims to provide an analytical perspective that can help shift the focus from managing relations with China to managing Jordanian interests within its relationship with China.
This distinction is fundamental. States do not formulate their foreign policies around a desire to join geopolitical blocs; they do so based on their ability to define and defend their national interests and build multiple partnerships that serve those interests. From this perspective, the Jordanian-Chinese relationship can form part of a broader policy aimed at diversifying economic, investment, and technological partnerships, while at the same time preserving Jordan’s historic network of international relations and its political and security constants.
The importance of this paper also stems from the need to strengthen the Jordanian public debate on China on the basis of knowledge and analysis, away from rapid impressions or reductionist interpretations that view international relations solely through the lens of competition among major powers. For Jordan, China is not merely a rising global power, just as the United States, Europe, and other international partners are not merely parties to a competitive equation. Each relationship offers areas of mutual interest and cooperation, alongside other areas that require careful management of risks and differences.
Aoun Jordan Association believes that sound public policymaking requires broadening the scope of discussion to include researchers, experts, policymakers, the private sector, civil society, and youth. National institutions are likewise required to strengthen their research and analytical capabilities in ways that keep pace with the profound transformations taking place around the world.
Accordingly, this paper represents a contribution to the national debate rather than a definitive answer. It is an attempt to ask the right questions and create space for strategic thinking about how Jordan can position itself in a rapidly changing world, and how the Kingdom can benefit from the opportunities created by international transformations without compromising its ability to protect its national interests or preserve the independence of its decision-making.
Jordan does not have the luxury of waiting for the new international order to fully take shape before determining its place within it. The transformations underway instead require the state and society to develop a proactive vision based on understanding global trends, diversifying strategic options, strengthening national capabilities, and transforming international relations from instruments for crisis management into tools for development and competitiveness.
Within this framework, Aoun Jordan Association regards this paper as part of its responsibility to contribute to the development of knowledge and public policy, and to strengthen national dialogue on issues that affect Jordan’s future and its position in the region and the world.
We hope that this study will contribute to enriching the dialogue among governmental, academic, economic, and civil society institutions, open the door to more specialized studies on opportunities for Jordanian-Chinese cooperation, and help develop a clearer, more realistic, and more proactive Jordanian approach toward transformations in the international system.
What Jordan needs is not to choose between major powers, but to possess the capacity to choose its partnerships in a manner that serves its national interests.
It is from this perspective that this paper is presented.

المدير التنفيذي لجمعية عون الأردن
يشهد النظام الدولي في السنوات الأخيرة تحولات متسارعة أعادت تشكيل موازين القوة، وأنماط الشراكة، وأولويات الدول في مجالات الاقتصاد والأمن والتكنولوجيا والتنمية. وفي قلب هذه التحولات يبرز الصعود المتنامي لجمهورية الصين الشعبية بوصفه أحد أبرز المتغيرات التي تؤثر في طبيعة النظام الدولي وفي مستقبل العلاقات الاقتصادية والسياسية بين الدول.
ولم يعد التعامل مع الصين بالنسبة للدول العربية، والأردن على وجه الخصوص، موضوعًا يمكن النظر إليه من زاوية اقتصادية ضيقة أو باعتباره خيارًا ثنائيًا بين قوى دولية متنافسة؛ بل أصبح جزءًا من سؤال أوسع يتعلق بكيفية إدارة الدول المتوسطة والصغيرة لعلاقاتها الدولية في بيئة عالمية تتسم بتعدد مراكز القوة، وتزايد التنافس الجيوسياسي، وتشابك المصالح الاقتصادية والأمنية.
من هنا جاءت هذه الورقة التي أعدتها جمعية عون الأردن انطلاقًا من إيمانها بأن الأردن يمتلك مصلحة وطنية واضحة في تطوير قراءة أكثر عمقًا وواقعية للعلاقة مع الصين، تقوم على فهم التحولات الدولية كما هي، وعلى حماية المصالح الوطنية الأردنية، وتعظيم الفرص المتاحة أمام الاقتصاد والمجتمع الأردني، دون الوقوع في ثنائية الاصطفاف أو اختزال السياسة الخارجية في معادلة "مع" أو "ضد".
إن أهمية هذه الورقة لا تنبع من كونها تتناول دولة كبرى ذات ثقل اقتصادي وسياسي متزايد فحسب، وإنما من كونها تحاول طرح سؤال أكثر جوهرية: كيف يستطيع الأردن أن يحول موقعه الجيوسياسي وعلاقاته الدولية المتنوعة إلى قيمة استراتيجية وتنموية تعود بالنفع على الدولة والمجتمع والاقتصاد الوطني؟
فالأردن، بحكم موقعه الجغرافي ودوره السياسي واستقراره النسبي وشبكة علاقاته الدولية والإقليمية، لا ينبغي أن يتعامل مع التحولات في النظام الدولي باعتبارها ضغوطًا خارجية فحسب، وإنما باعتبارها أيضًا مساحات يمكن توظيفها لبناء شراكات جديدة، وتنويع مصادر الاستثمار والتكنولوجيا، وتعزيز القدرة التنافسية للاقتصاد، وفتح أسواق أمام المنتجات والخدمات الأردنية، والاستفادة من التجارب الدولية في مجالات البنية التحتية والتحول الرقمي والطاقة والنقل والتعليم والصناعة.
وفي المقابل، فإن الانفتاح على أي شريك دولي يجب أن يستند إلى تقييم دقيق للمصالح والمخاطر، وإلى قدرة مؤسسات الدولة على التفاوض وإدارة الشراكات ومتابعة تنفيذها وقياس أثرها. فنجاح العلاقات الدولية لا يقاس بعدد الاتفاقيات الموقعة، وإنما بمدى قدرتها على إنتاج قيمة حقيقية ومستدامة للاقتصاد الوطني، وخلق فرص العمل، ونقل المعرفة والتكنولوجيا، وتعزيز القدرات المؤسسية، وتوسيع هامش الخيارات أمام صانع القرار الأردني.
وتأتي هذه الورقة في هذا السياق تحديدًا؛ فهي لا تنطلق من موقف مسبق تجاه الصين، ولا تهدف إلى الدعوة إلى استبدال شراكة دولية بأخرى، وإنما تسعى إلى تقديم قراءة تحليلية تساعد على الانتقال من إدارة العلاقات مع الصين إلى إدارة المصالح الأردنية في العلاقة مع الصين.
وهذا التمييز جوهري. فالدول لا تبني سياساتها الخارجية على الرغبة في الانضمام إلى محاور، وإنما على قدرتها على تعريف مصالحها الوطنية والدفاع عنها وبناء شراكات متعددة تخدم تلك المصالح. ومن هذا المنظور، فإن العلاقة الأردنية الصينية يمكن أن تكون جزءًا من سياسة أوسع لتنويع الشراكات الاقتصادية والاستثمارية والتكنولوجية، مع الحفاظ في الوقت ذاته على شبكة الأردن التاريخية من العلاقات الدولية وعلى ثوابته السياسية والأمنية.
كما تأتي أهمية هذه الورقة من الحاجة إلى تعزيز النقاش العام الأردني حول الصين على أساس المعرفة والتحليل، بعيدًا عن الانطباعات السريعة أو القراءات الاختزالية التي تنظر إلى العلاقات الدولية من منظور المنافسة بين القوى الكبرى فقط. فالصين بالنسبة للأردن ليست مجرد قوة دولية صاعدة، كما أن الولايات المتحدة وأوروبا وسائر الشركاء الدوليين ليسوا مجرد أطراف في معادلة تنافسية؛ بل إن لكل علاقة مجالات للمصلحة والتعاون، ومجالات أخرى تحتاج إلى إدارة دقيقة للمخاطر والتباينات.
وتؤمن جمعية عون الأردن بأن بناء السياسات العامة الرشيدة يتطلب توسيع دائرة النقاش لتشمل الباحثين والخبراء وصناع القرار والقطاع الخاص والمجتمع المدني والشباب، وأن المؤسسات الوطنية مطالبة بتطوير أدواتها البحثية والتحليلية بما يواكب التحولات العميقة التي يشهدها العالم.
وعليه، فإن هذه الورقة تمثل مساهمة في النقاش الوطني أكثر مما تمثل إجابة نهائية. وهي محاولة لطرح الأسئلة الصحيحة، وفتح مساحة للتفكير الاستراتيجي في كيفية تموضع الأردن في عالم يتغير بسرعة، وكيف يمكن للمملكة أن تستفيد من الفرص التي تتيحها التحولات الدولية دون أن تفقد قدرتها على حماية مصالحها الوطنية أو استقلالية قرارها.
إن الأردن لا يملك ترف انتظار اكتمال شكل النظام الدولي الجديد حتى يحدد موقعه فيه. بل إن التحولات الجارية تفرض على الدولة والمجتمع تطوير رؤية استباقية تقوم على قراءة الاتجاهات العالمية، وتنويع الخيارات، وتعزيز القدرات الوطنية، وتحويل العلاقات الدولية من مجرد أدوات لإدارة الأزمات إلى أدوات لبناء التنمية والقدرة التنافسية.
وفي هذا الإطار، تنظر جمعية عون الأردن إلى هذه الورقة بوصفها جزءًا من مسؤوليتها في المساهمة في تطوير المعرفة والسياسات العامة، وتعزيز الحوار الوطني حول القضايا التي تمس مستقبل الأردن وموقعه في الإقليم والعالم.
ونأمل أن تسهم هذه الدراسة في إثراء النقاش بين المؤسسات الرسمية والأكاديمية والاقتصادية والمدنية، وأن تفتح الباب أمام دراسات أكثر تخصصًا حول فرص التعاون الأردني الصيني، وأن تساعد في بناء مقاربة أردنية أكثر وضوحًا وواقعية واستباقية تجاه التحولات في النظام الدولي.
فالمطلوب ليس أن يختار الأردن بين القوى الكبرى، وإنما أن يمتلك القدرة على أن تختار شراكاته بما يخدم مصالحه الوطنية.
